Some of the soil that goes through the decontamination process does not clean up well. In fact, it seems that the most severely contaminated soil cannot be cleaned to acceptable levels using the thermal desorption system. It's a small percentage but a sizable amount of soil. The blue tarp in this photo covers the soil that is still too contaminated after processing to be safe. This soil will be trucked off site for disposal as hazardous waste.
