Weekly Update and Two-week Projection of Work from Roy F. Weston, Inc.

PUBLIC WEEKLY UPDATE #3

EASTLAND WOOLEN MILL SITE

CORINNA, ME

 

The following summarizes WESTON's work completed on the Eastland Woolen Mill Site for week ending Friday July 14, 2000:

Safety Update:

  • Conducted daily safety inspections on the heavy equipment used on site.
  • Conducted daily air monitoring along the perimeter of the mill complex fencing including Area 4, the stockpile area, and the decontamination pad. Preliminary analytical results for samples, collected between July 7 and 12, were below detection limits.
  • Conducted daily real-time air monitoring for the perimeter of the former mill property and the exclusion zone. Results were below the action levels.
  • Conducted daily personal air sampling on two workers inside the exclusion zone and one worker outside the exclusion zone on July 10. Results, collected on or before July 10, were below action levels

 

Work Accomplished by WESTON:

  • Removed additional soil and collected a soil sample in the Building 4 excavation. Received preliminary analytical results from HLA’s onsite lab for all Building 4 soil samples.
  • Backfilled and compacted Area 4 Building 4 excavation, after completion of confirmation sampling analysis, and placed contaminated soil in the north side of the stockpile area. Dewatered area prior to backfill and pumped water to influent frac tank for storage until completion of treatment plant distribution system.
  • Constructed haul road between decontamination pad and Main Street.
  • Continued constructing water treatment distribution system.
  • Continue site preparation for Areas 2 and 3 including installation and maintenance of erosion controls, construction fencing, and clearing and grubbing.
  • Started removal and stockpiling of old pipe/debris from river.
  • Continued disposal of HLA drummed contents in stockpile area and decontamination of drums.
  • Started installation of 12" river diversion piping in river.
  • Started installation of 4" dewatering piping from Area 3 to influent frac tank.
  • Continued dust control.

 

Work accomplished by Subcontractors:

  • Central Maine Power began installation of three-phase power line from the substation to Main Street through the mill property to replace existing three- phase power line on Main Street.
  • Personnel from Public Archeology Laboratory (PAL), a subcontractor to U.S. Army Corps of Engineers (CENAE), onsite to perform archeological study and photograph the exterior and interior of the Old Fellows building.

 

Two-week Projection:

The following summarizes the anticipated work to be completed for the next two week time period (July 17 through July 28):

  • Continue site preparation for Areas 2 and 3 including ongoing maintenance of erosion controls, construction fencing, and security fence.
  • Continue construction of haul road through former mill building and south of Main Street for access to Area 3. Increased construction traffic will occur crossing Main Street.
  • Continue set-up of dewatering and river bypass pumps and piping.
  • Continue disposal of HLA drummed waste in the soil stockpile area.
  • Start excavation and confirmation sampling in Area 3, south of Main Street.
  • Installation of traffic control signs.
  • Removal of asbestos containing materials (ACMs) from the buildings to be demolished along Main Street.
  • Demolition of buildings on Main Street after asbestos abatement.
  • Preparatory work for moving Odd Fellows building.
  • Continue dust control and air monitoring.
